By the end of the 1950s, France had established for its colonies in West Africa an issuing institution for French West Africa and Togo (Togo was not a colony of France). It was a hybrid type of monetary authorities, combining elements of a central bank and a private monopoly on money emission (issuance of money into circulation). Later, this issuing institution was transformed into the central bank of the states of West Africa.
